A national child welfare policy expert, scholar, and reform strategist, Dr. Collins brings over a decade of experience spanning direct practice, state leadership, and research. Her work bridges theory and implementation — transforming evidence into actionable reform that strengthens child and family systems.
She developed the Institute’s 12-Point Child Welfare Reform Framework, a blueprint uniting data, workforce, and family-centered practice into measurable, sustainable change.
